What is the best way to remove a photograph from a framework in which the image has become glued to the window?

It was in this particular setting for about 30 years, I suppose. The background song about one to two inches of the picture is pasted inside the glass frame. No help would be appreciated.

If it is black and white matte paper vapor suggested earlier work fine. A photograph Color or black paper and white glossy be very careful. If the picture begins to tear be ready to take a knife, razor and crop the photo. Cut slightly above the tear and use a straight line.
